What is the NCAP app?


The Navy Civilian Acculturation Program (NCAP) mobile application is an on-demand training, education, and orientation tool for new Navy civilian employees. It provides general information about the Navy’s organizational structure, operations, uniformed and civilian personnel, history, and heritage.


The NCAP app provides access to an in-app PDF version of the entire NCAP Handbook. It also provides useful information and tools, including information on Fleet Orientation Days, FAQs, definitions of Navy lingo and abbreviations, protocols, and rank recognition training.

The NCAP app’s NCAP Handbook PDF version of the handbook is composed of the following sections:
- Navy Civilians: A brief overview of the role of civilians in the Navy as well as the Civilian Oath of Office
- Things Every Civilian Needs to Know: Essential information, resources, SOPs, and regulations
- Navy Organization: An overview of the organizational structure of the Navy
- Navy Operations: An introduction to the Navy’s mission, goals, and military philosophy
- Civilian’s Guide to Navy Ranks, Ratings, Insignia, Awards, Warfare Communities, and Culture: A guide to the Navy’s uniformed personnel
- Navy Courtesies, Customs, and Traditions and What Civilians Need to Know: A guide for navigating Navy forms of address, professional courtesies and protocols
- Navy Terms and Acronyms: A glossary of commonly used naval terms and acronyms


The NCAP app augments, but does not replace, each command’s unique civilian employee onboarding and inculturation programs.
